What is the first offer process?

After the preliminary engineering and design phases, the government is going to identify your property as something that will be needed for their project. Once they do that, they will send their employees and agents out to your property to inspect it. They’ll prepare an appraisal report, which they will base a first offer on. This first offer will be made to you in the form of a letter, or they may come in person and make the first offer. At this point you have a right to an attorney, and that attorney can be with you during the stages of the investigation of your property and the first offer.
